At Target Corporation (Minneapolis, MN Headquarters), he served on the Global Crisis Management team and subsequently as a Senior Business Partner /Assets Protection/ Video Surveillance & Design Strategies.

 

He was seconded from the United Nations International Criminal Tribunal for the former Yugoslavia, UNICTY, to help set up the Security Service of the Special Tribunal for Lebanon based in Leidschendam, Netherlands, where he later became a Security Sergeant and Technical Surveillance Counter-Measures, TSCM, specialist. Previously, he served the United Nations Missions in Liberia ,UNMIL, as an Investigations Assistant. Before joining the United Nations, he served the Liberia National Police Service as Deputy Chief/ Criminal Investigations after completing a specialised course inCrime Scenes Investigation at the African Center for Crime Prevention, Research & Studies at the Eygptian Police Academy, Cairo, Egypt in 2000.

 

Honorable Dickson holds two graduate degrees – Masters of Science (MSc) in Project Management and Masters of Arts (MA) in Public Safety Administration – from the St. Mary’s University of Minnesota, USA. He is a candidate for Masters in International Relations, IBB Graduate School of International Relations, University of Liberia. Also, he holds a graduate certificate in Information Assurance (Cyber Security) from the American Military University APUS, West Virginia, USA. He is a graduate of the University of Liberia with a Bachelors of Science (BSc) in Economics.

 

The Deputy Defense Minister for Administration is also a Technical Surveillance Counter-Measures (TSCM) specialist with a certificate from REI in Tennessee, USA in addition to the following: National Incident Management System – IS700.b (NIMS) and National Response Framework IS800.d from the US Emergency Management Institute, DHS; Situational Leadership II for Law Enforcement and Self-Leadership through Understanding Human Behavior from the Federal Law Enforcement Training Center, FLETC, and Security Management from the Centre for Security and Development in The Netherlands.

 

He comes with skills in the following areas: First Aid/ CPR, Investigation & Search Procedures, Security & Emergency Response, Criminal Investigation, Conflict Management, Security Control Center Supervision, Stress Management, Personal Security and Problem Solving.

 

For professional affiliations, Deputy Minister Dickson is a member of the American Society for Industrial Security, ASIS; Project Management Institute, PMI; and Information Systems Audit and Control Association, ISACA.
